You can try adjusting your settings a degree lower or shutting down VSync and anti-aliasing. and "extreme" is a relative term, so what you and I might consider to be "alot", a developer or programmer might consider "negligble." Because of this, Developers tend not to look too deeply into this type of complaint unless the frequency of complaints are extreme. There are some possible Developer-side mistakes that can cause this kind of behavior, but normally it comes down to either option settings that are too high- badly adjusted VSync or anti-aliasing, or a videocard or monitor that is about to burn out or was flawed during the manufacturing process. In almost all cases, a video flicker comes down to client-side settings or hardware issues.
